Côte d’Ivoire (Ivory Coast) Product Conformity Assessment (VoC) Program – Overview

Côte d’Ivoire’s VoC program, managed by GUCE, is a mandatory pre-shipment compliance system. All regulated imports must undergo verification to meet technical, quality, and safety standards, and the Certificate of Conformity must accompany shipments to customs. The program protects consumers, maintains product quality, supports fair trade, and ensures efficient import processes.

1. Purpose and Scope

Côte d’Ivoire requires regulated imported goods to be verified for conformity with applicable quality, safety, and technical standards before shipment. The program ensures consumer protection, prevents unsafe or substandard products from entering the market, and facilitates smooth customs clearance. It also ensures that imports match the specifications declared by exporters.

2. Government Authority

The program is administered by the Guichet Unique du Commerce Extérieur (GUCE Côte d’Ivoire), the country’s Single Window for Foreign Trade. GUCE oversees import verification, coordinates inspections, and authorizes inspection bodies to carry out conformity assessments and issue Certificates of Conformity.

3. Certificate of Conformity

The Certificate of Conformity (CoC) is the official document confirming that imported goods meet Ivorian technical, quality, and safety standards. Each shipment or batch of regulated goods must have a valid certificate before export, which is required for customs clearance. Shipments without a certificate may be refused or delayed.

4. Products Subject to Verification

The program covers a broad range of products, including:

• Food and agricultural products

• Electrical, electronic, and energy goods

5. Conformity Assessment Process

Step 1 - Pre-Shipment Inspection - Authorized inspection bodies verify that products match documentation, check quality, labeling, packaging, and may conduct sampling or testing to confirm compliance with standards.

Step 2 - Inspection Bodies - Inspection and certification organizations authorized by GUCE carry out the assessments and issue Certificates of Conformity.

Step 3 - Certificate Issuance - After successful verification and any necessary testing, the Certificate of Conformity is issued for each shipment or batch and must accompany the goods at customs.
