Indonesia Southeast Asia's largest consumer market

Indonesia is a vast archipelago nation and the largest consumer market in Southeast Asia. With over 275 million people, a rapidly growing middle class, and a tech-savvy population, it presents massive opportunities for global manufacturers. The government prioritizes consumer protection, Halal compliance, and local industry development through comprehensive regulatory frameworks including SNI standards, BPOM registration, and mandatory Halal certification.

Largest economy in ASEAN, G20 member
Strategic gateway to Southeast Asia
Rising middle class and growing e-commerce sector

Regulatory Framework

Indonesia's product compliance framework involves multiple authorities. BSN (National Standardization Agency) formulates SNI standards, which become mandatory when referenced by regulators.

KAN accredits the conformity assessment bodies that perform certification and testing, including LSPro product certification bodies for SNI. Sectoral regulators such as BPOM, the Ministry of Industry, BPJPH, and Komdigi then determine when certification, registration, or marking becomes mandatory for market access.

SNI Mark Certification

Indonesia's national standards system applies on a voluntary basis unless a ministry or other competent authority makes a specific SNI mandatory for safety, security, health, environmental, or related policy reasons.

BSN develops the national standards and KAN accredits LSPro certification bodies
Testing, sampling, and factory audits may be required under the selected certification scheme
SNI mark must be shown on the product or packaging once certification is granted

BPOM Registration

National Agency of Drug and Food Control regulates food, beverages, supplements, cosmetics, traditional medicine, and pharmaceuticals.

Nomor Izin Edar (NIE) license for food/beverages
Notification required for cosmetics
GMP certificates and Indonesian labels mandatory

Halal Certification

Halal obligations are phased under Indonesia's halal assurance regime. BPJPH administers the system, with deadlines depending on product category and business classification.

Medium and large food and beverage businesses: from October 18, 2024
Cosmetics, medicines, chemical products, genetically engineered products, and certain consumer goods: after October 17, 2026
Foreign halal certificates may be recognized through BPJPH mutual-recognition and registration pathways

Telecom & Wireless

DJID (Directorate General of Digital Infrastructure) under Komdigi certifies telecommunications, radio, and many connected digital devices before they are marketed in Indonesia.

Type Approval/Certificate required for each model
In-country testing at accredited Indonesian labs
POSTEL or SDPPI registration number on devices

Energy Efficiency

Minimum Energy Performance Standards (MEPS) and energy labeling for consumer appliances like TVs, refrigerators, and air conditioners.

Energy Saving Label (1-5 star rating)
Ministry of Energy regulations for appliances
Safety certification (SNI) plus energy labeling

Eco-Labeling

Voluntary ecolabel certifications promoted by Ministry of Environment for sustainable products with reduced environmental impact.

Type 1 Ecolabel scheme based on SNI criteria
Market differentiator for eco-conscious consumers
Supports government green procurement

How the SNI system is structured

The article highlights that Indonesian SNI compliance is not handled by one agency alone. Understanding the split between standard setting, accreditation, certification, and enforcement helps avoid delays when planning market entry.

BSN issues and maintains SNI standards.
KAN accredits the laboratories and certification bodies used in the process.
LSPro performs product certification, evaluation, and surveillance for many regulated products.
Sector ministries decide which products are mandatory and enforce sale and import restrictions.

When SNI becomes mandatory

BSN states that SNI is generally voluntary, but ministries and other competent authorities can make a standard mandatory where safety, security, health, environmental protection, or other public-interest concerns apply.

Applicability must be checked product by product against the relevant ministry regulation.
Mandatory SNI requirements are tied to a defined product scope and certification scheme, not to SNI in general.
That distinction is important because many products only need voluntary SNI alignment, while others require full certification before sale or import.
Product Requirements

Requirements by product category

Understanding which regulations apply to your products

Electronics & Electrical

SNI Certification (IEC-based)

Safety testing (SNI IEC 62368-1), factory audits (Type 5), energy efficiency labeling where applicable. Indonesian-language instructions required.

Telecom & Wireless

DJID Type Approval + Sector Standards

Equipment certification is handled under Komdigi's digital infrastructure function. Mobile phones and similar devices also interface with Indonesia's IMEI control framework.

Food & Beverages

BPOM + Halal (phased)

BPOM registration (NIE / BPOM RI MD or ML), Bahasa Indonesia labels, and nutritional information apply. Halal timing depends on business size and whether the product is domestic or foreign.

Cosmetics

BPOM Notification + Halal (after Oct 17, 2026)

BPOM cosmetic notification, ingredient disclosure, and GMP support remain core requirements. BPJPH has stated halal certification becomes mandatory for cosmetics after October 17, 2026.

Medical Devices

Ministry of Health Registration

MoH device registration by risk class (A-D). Local License Holder required. ISO 13485, regulatory approvals (FDA/CE), Indonesian labels. AKL/AKD number.

Toys & Children's Products

SNI Certification (ISO 8124)

Mandatory SNI for toys (Ministry Reg 29/2018). Mechanical, chemical, flammability testing. Baby clothing (0-36 months) requires SNI fabric safety certification.

Compliance Journey

Your Indonesia compliance process

Follow these steps to ensure your products meet Indonesian requirements

Typical SNI certification flow

The detailed SNI guide sets out a more granular sequence than the general market-entry workflow below. For regulated products, certification usually moves through application, document review, sampling, testing, audit, certificate issuance, and ongoing surveillance.

1. Submit the application to an accredited LSPro with technical documentation.
2. Complete document review and confirm the applicable SNI standard and scheme.
3. Arrange representative product sampling and laboratory testing.
4. Undergo factory or quality-system assessment where the scheme requires it.
5. Receive the certificate of conformity and approval to apply the SNI mark.
6. Prepare labels and packaging with the approved compliance markings.
7. Maintain compliance through periodic surveillance, retesting, or inspections.
Note: Scheme selection matters. Some products use testing-only approaches, while others require a fuller quality-system review with continued surveillance.
1

Product Classification

Determine your product's Indonesian HS code and identify all applicable regulations including SNI certification, BPOM registration, Halal requirements, or other sectoral controls.

2

Appoint Local Representative

Foreign manufacturers must engage a local Indonesian entity (importer, distributor, or authorized representative) to handle compliance, hold necessary licenses, and coordinate with authorities.

3

Testing & Documentation

Conduct testing at accredited Indonesian labs. Compile test reports, product specifications, quality certificates (ISO 9001), and translate necessary documents into Bahasa Indonesia.

4

Certification & Registration

Submit applications to relevant authorities: LSPro for SNI, BPOM online systems for food or cosmetics, SIHALAL for Halal, and DJID/Komdigi channels for telecoms. Factory audits may be required.

Marking, Labeling & Import

Apply SNI mark, BPOM numbers, Halal logo, energy labels as required. Ensure Indonesian-language labels. File customs import declaration through INSW (Indonesia National Single Window) for clearance.

Documentation

Required documentation for Indonesia

Document requirements vary by product, regulator, and certification route

Documentation depends on the compliance pathway

Indonesia does not use one universal documentation pack for all products. The documents needed for SNI certification, BPOM registration, halal approval, telecom certification, or other sector-specific controls can differ significantly depending on product type, applicable regulation, importer setup, and whether testing or factory assessment is required.

Common Baseline Documents

Documents commonly requested across many Indonesian compliance routes:

  • Product Specifications
Technical descriptions, model details, materials, drawings, and other core product information
  • Existing Test Reports
Available laboratory reports, conformity records, or international approvals that help define the assessment route
  • Manufacturer and Quality Information
Factory details, production-site information, and quality-system documents where the applicable scheme requires them
  • Draft Labels and Packaging
Label artwork, packaging layouts, and mark placement samples when local labeling or marking rules apply

Scheme-Specific Supporting Documents

Additional documents may be needed depending on the regulator and product category:

  • Authorization Letter
Appointment of the Indonesian importer, distributor, or authorized representative where a local entity is required
  • Local Entity and Registration Records
Business registration, importer information, and other local legal documents required for the specific filing route
  • Free Sale or Market Authorization Evidence
Often requested for certain imported regulated products, depending on the authority and product risk category
  • Sector-Specific Compliance Files
Examples include formulas, ingredient lists, factory audit records, halal evidence, or telecom data, depending on the applicable regulation
