Ghana Product Conformity Assessment (EasyPASS) Program – Overview

2. Government Authority

GSA oversees the EasyPASS scheme, defines which products are regulated, and authorizes the pre‑shipment verification process required before goods can be cleared in Ghana.

3. Certificate of Conformity (EasyPASS Certificate)

Under the EasyPASS program, imported goods that fall within the regulated categories must be accompanied by a valid Certificate of Conformity, often referred to as an EasyPASS Certificate. This certificate confirms that the product has been assessed and found compliant with applicable Ghanaian or equivalent international standards. Importers must present this certificate to Ghanaian customs for clearance; goods arriving without it may be delayed, penalized, or refused entry.

4. Products Subject to Verification

The EasyPASS conformity requirement applies to a broad range of goods. While specific product lists may be updated over time, the main categories typically covered include:

• Toys, games and sports equipment

• Electrical and electronic products

• Chemical products (excluding certain household chemicals)

• Mechanical and gas appliances

• Wood pulp, paper and paperboard

• Furniture (wood and metal articles)

• Fuel and petroleum products

• Textiles, textile articles, and leatherware (including African prints)

Exporters can also apply voluntarily for conformity certification for products outside these categories.

5. Conformity Assessment Process

The conformity assessment process under EasyPASS generally involves the following steps:

Step 1: Determine if the Product is Covered - Exporters or manufacturers confirm whether their products fall under the EasyPASS regulated categories as defined by the Ghana Standards Authority.

Step 2: Documentation and Application - Exporters prepare and submit required documentation about the product, which typically includes product specifications, test reports, quality documentation, and commercial paperwork, to an authorized conformity assessment provider.

Step 3: Pre‑Shipment Verification - Authorized bodies assess the product’s conformity in the exporting country before goods are shipped. This evaluation may include reviewing documentation, inspecting physical goods, and/or arranging laboratory testing to verify compliance with the applicable standard requirements.

Step 4: Issuance of EasyPASS Certificate - Once products are found to be compliant, the conformity assessment body issues the EasyPASS Certificate (Certificate of Conformity). This document must accompany the shipment and be presented to Ghanaian customs at the port of entry to allow clearance.

6. Roles and Responsibilities

Exporters are responsible for:

• Identifying whether their products are subject to EasyPASS requirements

• Submitting complete and accurate documentation

• Ensuring a valid EasyPASS Certificate is issued prior to dispatch

Importers are responsible for:

• Ensuring that shipments arriving in Ghana are accompanied by a valid EasyPASS Certificate
