1. Purpose and Scope

Indonesia applies the Standar Nasional Indonesia (SNI), which represents the national standard framework governing product quality, safety, and performance within the country. These standards are established by the National Standardization Agency (BSN) and apply across the Indonesian market.

SNI certification is used to confirm that products meet defined national requirements through a third-party conformity assessment process, including testing, inspection, and evaluation.

While SNI is generally voluntary, certain products are designated as mandatory by government ministries. In such cases, compliance is required for both domestically manufactured and imported goods before they can be legally sold in Indonesia.

The system is designed to ensure product safety, protect consumers, and support fair trade practices within the Indonesian market.

2. Government Authority

The SNI system is developed and coordinated by the National Standardization Agency (BSN), which oversees national standardization activities in Indonesia.

Certification activities are carried out by accredited Conformity Assessment Bodies, including Product Certification Bodies known as Lembaga Sertifikasi Produk (LSPro). These organizations must be accredited by the National Accreditation Committee (KAN), the official accreditation body in Indonesia.

LSPro bodies are responsible for conducting product evaluation, certification, and surveillance activities to verify compliance with SNI requirements.

3. SNI Certificate and Marking

Products that successfully meet SNI requirements are issued a certificate of conformity and are permitted to display the SNI mark.

The SNI mark indicates that the product complies with applicable Indonesian standards and can be legally marketed within the country.

The mark must be clearly visible on the product or its packaging and serves as formal evidence of compliance with regulatory requirements.

For products subject to mandatory SNI regulations, the absence of certification and marking may result in the product being prohibited from sale or distribution in Indonesia.

4. Products Subject to SNI

SNI certification applies to a wide range of product categories, depending on whether standards have been established and enforced by relevant authorities.

Examples of product groups referenced under SNI requirements include:

  • electrical and electronic products

  • household appliances

  • automotive components such as tires, rims, and safety glass

  • construction materials and steel products

  • toys and children’s products

Not all products are subject to mandatory SNI. However, when a product category has been regulated, certification becomes a compulsory requirement for market access.

This mandatory registration applies to goods with potential security, health, or environmental risks, specifically targeting electrical appliances (such as kitchen tools, hair dryers, and power tools) and hazardous chemical-related products (including textiles like bed linens, apparel, and stationery). To comply, local producers or importers must apply to receive a K3L registration number which is valid for five years and must be clearly displayed on the product or its packaging.

5. Conformity Assessment Process

To obtain SNI certification, manufacturers or importers must complete a structured conformity assessment process through an accredited certification body.

Step 1 – Application Submission

The applicant submits a certification request to an accredited LSPro, along with product documentation and relevant technical information.

Step 2 – Document Review

The certification body reviews the application and supporting documents to verify completeness and determine applicable SNI requirements.

Step 3 – Sampling

Product samples are selected for evaluation to ensure they represent the product to be certified.

Step 4 – Testing and Evaluation

Samples are tested and assessed against relevant SNI standards, typically in accredited laboratories.

Step 5 – Factory Audit and Quality Assessment

Where applicable, the manufacturer’s production process or quality management system may be audited to confirm consistent compliance.

Step 6 – Certification Decision and Issuance

Following successful evaluation, a certificate of conformity is issued, allowing the product to carry the SNI mark.

Step 7 – Surveillance

Ongoing monitoring may include periodic testing or inspection of products from factories or the market to ensure continued compliance.

6. Certification Schemes

SNI certification can follow different schemes depending on the product type and certification requirements.

Common schemes include:

  • Scheme 1b: Product testing combined with assessment of the production process or quality system, including ongoing surveillance

  • Scheme 4: Product testing and evaluation based on representative samples

  • Scheme 5: Comprehensive certification involving testing, quality system assessment, and continuous surveillance
