Kuwait’s Kuwait Conformity Assurance Scheme (KUCAS), administered by the Public Authority for Industry (PAI), requires regulated products to undergo technical evaluation and pre-shipment inspection before importation. A Technical Evaluation Report (TER) confirms product compliance at the model level, while a Technical Inspection Report (TIR) is required for each shipment. These documents are mandatory for customs clearance and lawful market access in Kuwait.
1. Purpose and Scope
Kuwait operates a mandatory conformity verification system known as the Kuwait Conformity Assurance Scheme (KUCAS). The program ensures that regulated imported and locally manufactured products comply with Kuwait’s technical, safety, and quality requirements before they are placed on the market.
KUCAS aims to protect consumers, safeguard public health and the environment, and prevent the entry of non-compliant or unsafe goods.
2. Government Authority
The program is administered by the Public Authority for Industry (PAI). PAI establishes technical regulations, maintains the list of regulated products, and oversees the conformity assessment procedures required for market access in Kuwait.
3. Required Certification Documents
Technical Evaluation Report (TER) - A Technical Evaluation Report is typically required for regulated products. The TER confirms that the product model has been technically assessed and complies with applicable Kuwaiti standards or approved international standards. This report relates to the product design and technical characteristics and remains valid for subsequent shipments of the same compliant model.
Technical Inspection Report (TIR) - A Technical Inspection Report (TIR) is required for each individual shipment of regulated goods. The TIR confirms that the specific consignment complies with Kuwait’s import requirements and matches the approved product specifications.
Both documents must be obtained before shipment to ensure customs clearance upon arrival in Kuwait.
4. Products Subject to Verification
PAI maintains an official list of regulated products subject to KUCAS requirements. These generally include products that may pose risks to health, safety, or the environment, such as:
Electrical and household appliances
Lighting products
Automotive components and machinery parts
Toys and selected consumer goods
Chemical products
IT and telecommunications equipment
Tools and instruments with safety implications
Only products listed as regulated under PAI requirements are subject to mandatory TER and TIR procedures.
5. Conformity Assessment Process
Step 1: Determine Product Status
Exporters confirm whether their product is included on the PAI regulated product list.
Step 2: Technical Evaluation (TER)
The product undergoes a technical assessment, which may include review of test reports, safety documentation, and compliance evidence against relevant standards. Once compliance is confirmed, a Technical Evaluation Report (TER) is issued.
Step 3: Pre-Shipment Inspection (TIR)
For each shipment, a pre-shipment inspection is conducted to verify that the goods match the approved specifications and documentation. If satisfactory, a Technical Inspection Report (TIR) is issued for that consignment.
Step 4: Customs Clearance
The TIR (and TER where applicable) must accompany the shipment and be presented to Kuwaiti customs authorities to facilitate clearance.
6. Roles and Responsibilities
Exporters must:
Verify whether their product is regulated under KUCAS
Provide complete technical documentation and valid test reports
Obtain a TER for the product model
Secure a TIR for each shipment before export
Importers must:
Ensure shipments are accompanied by the required TIR (and TER where applicable)
Present conformity documents to customs authorities
Confirm compliance before distributing products within Kuwait
Shipments arriving without the required documentation may face delays or rejection.
