Mauritanian Consignment Based Conformity Assessment (PVCM) - Overview

The Mauritanian Consignment Based Conformity Assessment (PVCM) program is a mandatory verification process for regulated goods exported to Mauritania. Launched in 2023, the program ensures that imported products comply with national standards and technical regulations before they reach the local market.

To ensure a smooth entry into Mauritania, exporters and importers must understand the PVCM requirements and complete the necessary inspection, testing, and documentation steps prior to shipment to avoid delays or penalties at the border.

1. Purpose and Scope

Mauritania operates the PVCM program to confirm that imported goods meet national technical regulations and international standards before entering the country. Under this program, regulated products undergo a conformity assessment in the country of export.

Once compliance is verified, a Certificate of Conformity (CoC) is issued, which is a mandatory document for customs clearance. The program is designed to protect consumers from substandard products while supporting efficient trade for compliant businesses.

2. Government Authority

The program is governed by the Ministรจre du Commerce, de l'Industrie, de l'Artisanat et du Tourisme (Ministry of Trade, Industry, Handicrafts and Tourism).

3. Mandatory Documentation

The primary document required for the importation of regulated goods is the Certificate of Conformity (CoC).

  • Requirement: A CoC must be obtained for every shipment of regulated products.

  • Purpose: It verifies that the goods comply with Mauritanian standards.

  • Consequence: Regulated shipments arriving without a valid CoC may face significant delays, fines, or rejection at the Mauritanian border.

4. Products Subject to Verification

A wide range of products are subject to the PVCM program, including but not limited to:

  • Food and Agricultural Products: Meat, dairy, cereals, oils, and prepared foods (HS Chapters 02โ€“23).

  • Chemicals and Building Materials: Paints, fertilizers, cement, and chemical products.

  • Consumer Goods: Textiles, footwear, toys, and furniture.

  • Technical Equipment: Machinery, electrical and electronic products, and vehicles.

  • Health and Safety: Pharmaceuticals, medical devices, and cosmetics.

5. Conformity Assessment Process

The certification process typically follows these five steps:

  1. Request for Certification: The exporter submits an application with the required documents (e.g., pro-forma invoice, technical data sheets).

  2. Documentary Review: The certification body reviews the provided documentation against Mauritanian standards.

  3. Physical Inspection and Testing: A physical inspection is conducted to verify the quantity and quality of the goods. Testing is performed in accredited laboratories if required.

  4. Verification of Conformity: The results of the inspection and testing are evaluated to confirm compliance.

  5. Issuance of Certificate: If the goods meet all requirements, a CoC is issued to the exporter for customs clearance.

6. Verification Routes

To facilitate trade based on the frequency of exports and the nature of the products, the PVCM program offers three assessment routes:

  • Route A (Consignment Basis): For occasional exporters; involves physical inspection and testing for every shipment.

  • Route B (Registration): For regular exporters; involves a simplified process with reduced physical inspections for registered products.

  • Route C (Licensing): For high-volume manufacturers with consistent quality management systems, allowing for a streamlined licensing process.

7. Objectives of the Program

The PVCM program aims to achieve the following:

  • Consumer Protection: Ensuring products meet safety and health standards.

  • Environmental Protection: Preventing the entry of goods that may harm the environment.

  • Conformity Assurance: Verifying that goods match the technical regulations of Mauritania.

  • Trade Facilitation: Providing swift customs clearance for businesses with the appropriate certification.
