Uganda Pre‑Export Verification of Conformity (PVoC) Program – Overview

Uganda’s Pre‑Export Verification of Conformity (PVoC) Program, administered by the Uganda National Bureau of Standards (UNBS), requires that regulated imported goods be verified for compliance with national technical regulations and standards before shipment. Exporters must obtain a valid Certificate of Conformity (CoC) through a UNBS‑appointed service provider based on assessment activities such as document review, inspection, and testing. 1. Purpose and Scope

3. Certificate of Conformity (CoC)

Under the PVoC Program, regulated products must be accompanied by a Certificate of Conformity (CoC) before they can be cleared by Ugandan customs. The CoC confirms that:

  • The products have been verified for compliance with applicable Ugandan technical regulations or approved equivalents

  • Required inspection and testing have been completed

  • The goods are eligible for import into Uganda

4. Products Subject to Verification

The PVoC Program applies to products covered by compulsory Uganda standards. Regulated categories typically include a broad range of goods, such as:

5. Conformity Assessment Process

Step 1 - Initiating the Assessment - Exporters or their representatives must engage a UNBS‑appointed PVoC service provider and submit a request for certification along with relevant documentation prior to shipment. Documentation typically includes product specifications, commercial invoices, and technical details necessary for evaluation.

Step 2 - Document Review - The appointed service provider reviews product documentation to determine the applicable Ugandan standards or accepted equivalent international standards, and to assess the conformity route that applies based on product type and exporter profile.

Step 3 - Physical Inspection - A pre‑shipment physical inspection is conducted in the exporting country to verify that the goods match the declared documentation, meet labelling and packaging requirements, conform to the applicable technical regulations

Step 4 - Testing (If Required) - Where documentary evidence is insufficient, product samples may be tested in accredited laboratories. Testing confirms compliance with specified technical and safety criteria.

Step 5 - Issuance of Certificate - After completion of evaluation, inspection, and any required testing, the authorized service provider issues a Certificate of Conformity (CoC) for the regulated shipment. This certificate must accompany the goods for customs clearance in Uganda.

6. Roles and Responsibilities

Exporters are responsible for:

  • Determining whether their products fall under Uganda’s PVoC requirements

  • Submitting complete and accurate documentation

  • Coordinating inspection and testing with an appointed service provider

  • Obtaining a valid Certificate of Conformity before shipment

Failure to comply can result in fines, destination inspection, or the need to re-export or destroy the shipment at the exporter’s expense.

Importers must:

  • Confirm that inbound regulated goods are accompanied by a valid CoC

  • Present the certificate to Ugandan customs for clearance
