August 2025 marks a major update in China’s mandatory product certification system. The National Certification and Accreditation Administration (CNCA) has released new rules — CNCA‑C09‑02:2025 — specifically for mobile power banks, lithium-ion batteries, and battery packs.
These rules take effect 15 August 2025 and introduce stricter safety testing and conformity requirements for manufacturers and importers.
What’s Changing?
The new rule replaces the previous CNCA‑C09‑01:2023 standard for these products, providing a more product-specific approach to certification. Key highlights include:
Tighter testing requirements: Certification bodies must ensure products meet updated safety and performance standards before they can be sold in China.
Factory inspections: Stricter on-site inspections and sampling protocols are now part of the certification process.
Post-certification supervision: Regulators will continue to monitor certified products for compliance, reducing risks from unsafe or non-conforming batches.
Transition for Existing Certificates
Existing CCC certificates issued under the previous standard remain valid. Manufacturers do not need to re-certify immediately but must update their certificates:
