EU Cosmetics Ingredient Labelling Update – Glossary Revision (EU 2025/1175)
EU updates cosmetic INCI glossary (EU 2025/1175); thousands of ingredient names revised, mandatory on labels from 30 July 2026 for compliance.
The EU has published Commission Implementing Decision (EU) 2025/1175 of 16 June 2025 in the Official Journal L 175, 10 July 2025, updating the Glossary of Common Ingredient Names (INCI) for cosmetic products under Regulation (EC) No 1223/2009.
The updated EU cosmetics ingredient glossary standardises names for product labels, revising and adding thousands of entries to replace Implementing Decision (EU 2022/677), ensuring consistent, transparent, and safe labelling, and becomes fully applicable from 30 July 2026, allowing manufacturers and importers time to update labels and documentation.
What businesses should do now:
Review all cosmetic product labels to ensure compliance with the updated INCI names.
Update technical documentation and ingredient lists in line with the new glossary.
Adjust supply chain and labelling processes to meet the 30 July 2026 applicability deadline.
