Vietnam Updates IT & Telecom Product Safety Rules
Vietnam’s MST Circular 29/2025 updates IT/telecom safety rules, mandating SAR, Wi‑Fi, and SDoC/type approval compliance from 2025–2027.
On 13 November 2025, the Vietnamese Ministry of Science and Technology (MST) issued Circular 29/2025/TT-BKHCN (replacing Circular 02/2024/TT-BTTTT), which sets forth updated safety and conformity requirements for information technology and telecommunications products under the Ministry’s oversight. The new circular will officially come into force on 31 December 2025, providing a clearer framework for manufacturers, importers, and distributors operating in Vietnam.
The circular specifies which devices must undergo mandatory type approval certification or Supplier’s Declaration of Conformity (SDoC), and it expands the regulatory oversight to include new categories of devices. This circular applies to all organizations and individuals that manufacture, import, or trade covered IT and telecom products in the Vietnamese market.
Key Updates
SAR Compliance (QCVN 134:2024/BTTTT)
Mobile phones: Mandatory type approval and SDoC compliance with SAR standards from 1 July 2026. Existing certificates must be updated to meet the SAR requirements or they will no longer be valid.
DECT cordless phones: Compliance required from 1 July 2027.
Tablets and notebooks with RF capabilities: Must meet SAR requirements via SDoC starting 1 July 2027.
Wi-Fi Standards
Wi-Fi 6E and Wi-Fi 7 devices operating in the 5925–6425 MHz band must meet type approval and SDoC requirements in accordance with QCVN 47:2015/BTTTT and QCVN 96:2015/BTTTT.
Wi-Fi 2.4 GHz (QCVN 54:2020/BTTTT) and Wi-Fi 5 GHz (QCVN 65:2023/BTTTT): Testing under extreme environmental conditions will no longer be mandatory from 1 July 2025 to 15 December 2026, although such testing is recommended to maintain the standard three-year certificate validity.
Expanded Product Categories
Industrial computers (HS code 8471.41.90) are now included in the mandatory SDoC category.
Terrestrial Trunked Radio (TETRA) equipment must comply with the newly introduced QCVN 100:2024/BTTTT.
NR and E-UTRA mobile communication base stations are covered under QCVN 133:2024/BTTTT.
Manufacturers and importers should immediately review their product lines to ensure compliance with the new rules by updating SAR and RF testing protocols to align with the new QCVN standards and ensuring that Wi-Fi 6E and Wi-Fi 7 devices are certified and properly declared before market entry.
