Requirements for Importing Footwear Into Saudi Arabia
Technical Regulation Scope
The Technical Regulation for Shoes and Accessories, set by the Saudi Standards, Metrology and Quality Organization (SASO), ensures the safety and quality of such products and materials in the Saudi market.
This technical regulation applies to consumer footwear products imported or manufactured for the Saudi Arabian market, including:
Formal / dress shoes
Slippers for indoor or outdoor use
High leg or semi high boots
Sandals
Canvas shoes, sports shoes and dance shoes
Disposable shoes and shoe covers
Professional footwear (e.g., work/safety boots) is included in this regulationโs scope, but subject to additional requirements under the Technical Regulation for Personal Protective Equipment and Clothing.
Certification Requirements
The importer is required to obtain SABER Product Certification. SABER certification must be issued by a SASO-notified Certification Body, such as XDS Solutions.
Assessment requirements:
Test reports issued by an accredited laboratory
Marking label review
These specific product types also need a factory audit: Products intended for children ages < 36 months
Labelling Requirements for Shoes and Accessories
General
- Label firmly attached (sewn/glued) and not easily removable
- No misleading wording, prohibited phrases, or offensive content
- All the information contained in the labels shall be correct and proven
Language
- Language must be in Arabic (or Arabic & English)
Identification
- Product description/name
- Model name/number
- Trademark/brand or manufacturerโs name
Country of Origin
- In the format of "Made in [Country]"
Size
- The correct shoe size in accordance with the relevant standard.
Any warnings/instructions for use (if applicable)
- Warnings/Instructions
