Requirements for Importing Paper Products into Saudi Arabia

Technical Regulation Scope

The Technical Regulation for Paper Products, set by the Saudi Standards, Metrology and Quality Organization (SASO), ensures the safety and quality of paper products in the Saudi market.

This regulation covers various types of Papers, including:- Facial Tissue Paper, Toilet Paper and Paper Towel -

  • Wrapping paper and paper bags

  • Carbonless copy paper and Thermal paper

  • Information and documentation paper

  • Printing and business paper

Certification Requirements

The importer is required to obtain SABER Product Certification. SABER certification must be issued by a SASO-notified Certification Body, such as XDS Solutions.

Assessment requirements:

  • Test reports issued by an accredited laboratory

  • These specific product types also need a factory audit: Sanitary paper products

Labelling Requirements for Paper and Cardboard

General

  • Label firmly attached and not easily removable
  • No misleading wording, prohibited phrases, or offensive content
  • All the information contained in the labels shall be correct and proven

Identification

  • Product description/name
  • Model name/number
  • Trademark/brand or manufacturer’s name

Language

  • Language must be in Arabic (or Arabic & English)

Country of Origin

  • In the format of "Made in [Country]"

Dimensions/Quantity/Size

  • E.g. length, width, thickness, weight, number of sheets, ply etc.

Recycled Material

  • If recycled material is used, the label must indicate the percentage of recycled fibers

Production/Expiry Data

  • Some hygienic products require a manufacture date, batch number, or expiry date to ensure product safety.

Warnings/Instructions

  • Any warnings/instructions for use (if applicable)

  • Any additional markings required as per the applicable product standard(s)
