Importing Non-Regulated Free-Trade Products Into Saudi Arabia
Technical Regulation Scope
The Self-Declaration Product Certificate for Free Trade allows exporters and manufacturers to self-declare the conformity of their products with Saudi standards for specific low-risk products.
This process is facilitated through the SABER platform, where the importer, on behalf of the exporter or manufacturer, registers the product details and declares conformity based on self-assessment or existing certificates from recognized international bodies.
Non-regulated or free trade products are items that:
Do not fall under a SASO Technical Regulation or Standard.
Do not require a SABER Product Certificate of Conformity for import into Saudi Arabia.
Are allowed to enter the Saudi market without mandatory pre-market testing or certification from SASO or a third-party accredited body.
These products are typically low-risk consumer goods where health, safety, and environmental risks are minimal, and the government does not require prior technical inspection.
These product still need a SABER Shipment Certificate of Conformity to clear customs.
Certification Requirements
The importer self-declares conformity through the SABER platform.
Non-compliance with labelling, Islamic law, or general customs rules can still lead to rejection at customs.
Importers are still responsible for ensuring product safety; free trade status does not remove liability in case of accidents or consumer harm.
Labelling Requirements for Free-Trade Products
General
- Label firmly attached and not easily removable
- No misleading wording, prohibited phrases, or offensive content
- All the information contained in the labels shall be correct and proven
Language
- Language must be in Arabic (or Arabic & English)
Identification
- Product description/name
- Model name/number
- Trademark/brand or manufacturer’s name
Country of Origin
- In the format of "Made in [Country]"
Warnings/Instructions
- Any warnings/instructions for use
Standard
- Any additional markings required as per the applicable product standard(s)
