Saudi Arabia: Shipment Certificate Now Mandatory Before Customs Clearance
Saudi Arabia now requires a SABER Shipment Certificate of Conformity (SCoC) to be issued before customs clearance for all imported products from 1 October 2025.
The Saudi Standards, Metrology and Quality Organization (SASO) has announced that, from 1 October 2025, all imported goods must have a Shipment Certificate of Conformity (SCoC) issued via the SABER platform before a customs declaration can be submitted.
Whatโs changing
An SCoC will be mandatory for all shipments, including both regulated and non-regulated products.
Shipments without a valid SCoC will not be cleared by Saudi Customs.
How it works
Regulated products: A valid Product Certificate of Conformity (PCoC) must be in place, followed by issuance of the SCoC in SABER.
Non-regulated products: Importers must complete a self-declaration in SABER before requesting the SCoC.
What this means
Importers must complete SABER conformity steps before shipment, not at arrival.
Failure to comply may result in customs delays or shipment rejection.
