Understanding SABER

What is SABER?

SABER (Saudi Product Safety Program) is Saudi Arabia's mandatory online conformity assessment platform operated by SASO (Saudi Standards, Metrology and Quality Organization).

Launched in 2019, SABER digitalized the entire product certification process, replacing the previous paper-based system. Most consumer and regulated products entering Saudi Arabia must obtain certificates through SABER before import.

Two Types of Certificates

Product Certificate (PCoC)

Who needs SABER certification?

Importers bringing regulated products into Saudi Arabia need SABER Product Certificates (PCoC) and Shipment Certificates (SCoC) for customs clearance. Most consumer goods and products covered by SASO technical regulations require SABER.

How long does SABER certification take?

With complete documentation, Product Certificates can be issued within days. Testing timelines vary by product and complexity. Shipment Certificates can usually be processed same-day once the PCoC is valid. You must have the SCoC issued before the shipment arrives in country.

Do I need a Saudi company?

Yes. Shipment Certificates can only be issued to Saudi-registered entities (CR holders). Foreign manufacturers typically partner with a local importer or establish a Saudi branch/subsidiary.

Yes, if they're from accredited labs (ILAC MRA), cover the correct standards, and are recent enough (typically ≤3 years). CB test reports are widely accepted for SIRC-designated electrical products.
